Federal Stimulus Dollars are Working for Arizona (December 2009) As difficult as Arizona’s current fiscal situation is, it would have been much worse were it not for the infusion of American Recovery and Reinvestment Act (ARRA) dollars. Arizona governments will receive more than $6.2 billion in ARRA funds between October 2008 and December 2010; $4.3 billion will flow through Arizona state government, while $1.9 billion will go directly to other governments, including Indian Tribes, school districts, and cities and towns. Digging the Hole Deeper (October 2009) This publication explores state tax cuts over the past two decades and examines their consequences. The report concludes that tax cuts totaling more than $1.5 billion a year leave Arizona unable to provide the assets that families and businesses value - education, health care, public safety and infrastructure.

Arizona Does Have Budget Choices 2009 cover sheet and chart (May 2009) Arizona’s governor and legislature will face state revenues that lag far behind current expenditures. Some legislators and interest groups claim that spending cuts are the only way to balance the budget. This is not true. Arizona does have budget choices. These choices include collecting more of the taxes that are already owed, eliminating tax deductions and tax credits that no longer serve their intended purpose, or suspending new tax cuts that are scheduled to be phased in.
